Understanding Canada’s New Drone Regulations: Your Path to Level 1 Complex Operations
The landscape for drone pilots and operators in Canada has undergone one of its most significant changes in years. New rules have been officially published and have taken effect. Transport Canada has redefined what it means to operate drones safely, responsibly, and legally, especially when it comes to Complex Operations like Beyond Visual Line‑of‑Sight (BVLOS) flights.

What’s Changing in Canada’s Drone Regulations?
Transport Canada’s updated regulations introduce a broader and more flexible framework that expands what’s possible with remotely piloted aircraft systems (RPAS). Here’s an overview of what has changed:
New Certification for Lower‑Risk BVLOS
A brand‑new pilot certification, Level 1 Complex Operations, is now required for lower‑risk BVLOS operations. This certification can be obtained after the Advanced Transport Canada exam is passed.
To obtain the Level 1 Complex Operations certification, pilots must complete the following steps:
Completing at least 20 hours of ground school
Passing an online exam (including Advanced + Level 1 Complex). Sign up for our live online course here
Successfully finishing a Level 1 Complex flight review (must be taken after the successful completion of the exam). Book a flight review with us here
Pilots must also be at least 18 years old and hold the appropriate certification before operating BVLOS flights under the new rules.
What Qualifies as Lower-Risk BVLOS?
Under the updated regulations, lower-risk BVLOS operations include:
Fly a small or medium RPA with a BVLOS declaration over unpopulated areas (more than 1km away from populated areas
Fly a small RPA with a pre-validated BVLOS declaration over sparsely populated areas
In uncontrolled airspace, below 122m/400ft above ground level, and, at least 5 nautical miles away from aerodromes.
